HB23-1075 Summary

• The Office of Emergency Management shall study the feasibility of integrating evacuation and clearance time modeling into emergency management plans for areas designated as high or highest wildfire risk by the State Forest Service.

• The study must identify and assess available technology for evacuation and clearance time modeling, and evaluate the feasibility of requiring developers to perform such modeling for proposed residential or mixed-use developments with 10 or more units in wildfire risk areas, with completion required by December 1, 2023.

• The Office of Emergency Management may collaborate with the Department of Local Affairs, Division of Fire Prevention and Control, and other state or local agencies to conduct the study.

• Study findings must be reported to the Senate Agriculture and Natural Resources Committee and House Agriculture, Water, and Natural Resources Committee during the 2024 legislative session.

• $45,000 is appropriated from the general fund to the Department of Public Safety for program administration, and the statute is repealed effective December 31, 2024.
