HB23-1085 Summary

• Extends energy code compliance deadlines for rural counties (population under 30,000) to July 1, 2030 for 2021 International Energy Conservation Code standards, July 1, 2032 for low energy and carbon codes, and July 1, 2025 for three most recent editions of international energy codes.

• Defines rural municipalities as those with populations under 10,000 and applies identical extended compliance deadlines as rural counties for energy code adoption and enforcement.

• Allows rural counties and municipalities to adopt less current model codes if they apply for and are not awarded grants that significantly assist with energy code adoption and enforcement training.

• Takes effect 90 days after final adjournment of the General Assembly, or if a referendum petition is filed, upon approval by voters at the November 2024 general election.
