HB23-1096 Summary

• Expands the wildfire mitigation resources and best practices grant program to allow grant recipients to fund programs for landowners, homeowners, developers, and home builders on ways to build, rebuild, or improve houses in high-risk wildfire areas to increase resilience.

• Requires the Colorado State Forest Service to promote strategies, technology, and building codes that increase house resilience against wildfires and may prepare educational materials for grant recipients to distribute to property owners and builders.

• Allows the Forest Service to identify acceptable programs for implementation that include research-based resiliency standards, inspections, and certification of properties meeting program requirements.

• Restricts grant awards to applicants proposing outreach or programs in areas identified by the Forest Service's statewide risk assessment map as high risk, high-very high risk, or very high risk for wildfires.

• Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety.
