Health-care providers performing abortions on unborn children at least 20 weeks gestational age must administer or delegate administration of an anesthetic or analgesic to eliminate or alleviate organic pain caused by the abortion method

Exception applies when the abortion is necessary to avert the death of the woman or a serious risk of substantial or irreversible impairment of a major bodily function of the woman

A second exception applies when both the treating health-care provider and an independent, unaffiliated physician licensed in Colorado concur in writing that administering any anesthetic or analgesic would cause the woman's death or create a serious risk of substantial or irreversible impairment of a major bodily function

Adds new statute 12-30-120 to Colorado Revised Statutes

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety
