Allocates $1.5 million annually from the State Highway Fund to the Office of Transportation Safety for high-visibility alcohol and drug impaired driving enforcement starting July 1, 2023.

Requires the Department of Transportation to coordinate at least twelve statewide high-visibility enforcement episodes annually, including during high-risk periods like Memorial Day, Independence Day, and New Year's Eve.

Establishes eligibility for municipalities, cities and counties, and counties with qualified programs to receive funding: 30-50% allocated to counties and 50-70% to municipalities and cities and counties.

Creates rules requiring law enforcement agencies to complete annual training, implement non-discriminatory vehicle stop patterns, locate enforcement in areas with expected impaired driving crashes, and prohibits quota-based citation requirements.

Mandates annual reporting by the Office of Transportation Safety and Department of Public Safety including participating agencies, enforcement episode details, demographic information of individuals contacted, and results of investigations.
