HB23-1113 Summary

• Creates a new county impact note requirement for the Legislative Council staff to analyze potential effects of pending bills on Colorado counties and cities and counties, including fiscal and caseload impacts.

• Limits county impact notes to up to 20 per session (5 per each of the four legislative leaders: House Speaker, House Minority Leader, Senate President, and Senate Minority Leader), unless the Director of Research allows more.

• Requires the Director of Research to develop procedures for requesting, completing, and updating county impact notes by December 1, 2023, to be memorialized in a letter to the Legislative Council Executive Committee.

• Mandates counties, cities and counties, statewide organizations representing counties or cities and counties, and the Department of Local Affairs to cooperate with and provide information to the Legislative Council staff when requested for county impact notes.

• Takes effect 12:01 a.m. the day following the ninety-day period after final adjournment of the general assembly, subject to potential referendum petition and voter approval in November 2024.
