Require the Colorado Department of Higher Education to identify and designate state institutions of higher education as "first-generation-serving institutions" if resident first-generation undergraduate students comprise 45% or more of the institution's overall resident student population.

Direct the department to post the names of designated first-generation-serving institutions on its website within 30 days of receiving fall enrollment data from each state institution annually beginning in 2023.

Require the department to notify each institution that receives the first-generation-serving designation for each applicable school year.

Define "first-generation-serving institution" as a state institution of higher education whose resident first-generation undergraduate student population share is 45% or higher.

Establish the designation to recognize institutions that serve high percentages of first-generation students and demonstrate state commitment to meeting their needs.
