Requires the general assembly to annually appropriate $1.5 million from the general fund to the department of human services for employment support and job retention services for Colorado Employment First participants.

Changes the funding amount from $3 million to $1.5 million and extends the program from fiscal year 2020-21 through 2023-24 to fiscal year 2023-24 and each subsequent fiscal year.

Allows unexpended or unencumbered money from each fiscal year to be carried forward and spent in the next fiscal year for the same purposes without further appropriation.

Extends the program repeal date from July 1, 2024 to July 1, 2025.

Directs funds to support work-based learning opportunities, training, apprenticeships, and vocational education costs for priority populations including single parents, students, individuals experiencing homelessness, and those with criminal justice system involvement.
