Expands the types of contact information groundwater well owners must update with the state engineer to include all contact information, not just name and mailing address, with updates required within 63 days of any change.

Allows closing service providers to submit change in owner name forms to the division within 60 days after closing a residential real estate transaction, even if the well has not yet been registered with the division.

Requires the division to obtain necessary well registration information directly from the buyer when a change in owner name form is submitted without a valid well permit number, and instructs the buyer to complete a new form if needed.

Applies to residential real estate transactions involving small capacity wells and domestic exempt water wells used for ordinary household purposes.

Takes effect 90 days after final adjournment of the general assembly, subject to voter approval in November 2024 if a referendum petition is filed.
