Department of Corrections must provide voice communications services (phone, video, email/messaging) free of charge to incarcerated persons and cannot receive any revenue, commissions, or fees from service providers.

Implementation occurs on a phased timeline: Department covers 25% of costs from September 1, 2023 through June 30, 2024; 35% from July 1, 2024 through June 30, 2025; and 100% of all costs from July 1, 2025 onward.

Access to communications services cannot be limited beyond what is necessary for routine facility operations.

Department of Human Services must provide free voice communications services to juveniles in detention facilities, with option to supplement with video and electronic messaging services.

$229,783 appropriated to Department of Corrections for 2023-24 fiscal year to implement inmate telephone call services.
