Establishes indecent exposure as a class 6 felony when the perpetrator knew a child under 15 years of age was in view of the act, is over 18 years old, and is more than 4 years older than the child.

Defines "child" as a person under 15 years of age and "masturbation" to include real or simulated touching of genitals or pubic area for sexual gratification or arousal, whether exposed or covered.

Maintains existing class 6 felony classification for indecent exposure when committed subsequent to two prior convictions of the same violation or comparable offense.

Appropriates $54,797 to the judicial department for fiscal year 2023-24, including $47,727 for probation programs (0.7 FTE) and $7,070 for courts administration capital outlay.

Applies to offenses committed on or after the effective date of the act.
