HB 23-1140 Summary

• Amends Colorado law to allow powersports vehicle dealers and used powersports vehicle dealers to conduct certain activities away from their principal place of business without violating licensing requirements.

• Permits dealers to deliver test drive vehicles, deliver or obtain customer documents, and deliver purchased vehicles to customers at locations away from the principal business address.

• Clarifies that a dealer's license cannot be denied, suspended, or revoked for engaging in these off-site delivery and document activities, as long as they maintain a principal place of business for reasonable business hours.

• Takes effect at 12:01 a.m. on the day following the ninety-day period after final adjournment of the general assembly, or if subject to a referendum petition, upon approval by voters in the November 2024 general election.
