Reduces the waiting period before a juvenile can petition for a review hearing from thirty-five days to thirty days after an initial confinement decision or subsequent review hearing.

Requires courts to hold a hearing upon a juvenile's petition to review whether continued detention in an adult jail or sight/sound restrictions with adult inmates serves the interest of justice.

Establishes a maximum of one hundred eighty consecutive days that a juvenile can be held in an adult jail or lockup, unless the court determines good cause for extension in writing or the juvenile expressly waives this limit.

Requires courts to hold review hearings at least every thirty days (or forty-five days in rural jurisdictions) to determine if continued detention in an adult jail remains in the interest of justice, with hearings permitted by paper review if the juvenile does not petition for a hearing.

Declares the act necessary for immediate preservation of public peace, health, or safety.
