Prohibits executive agencies from amending existing rules or adopting new rules on the same subject matter for 3 years after a rule's adoption, effective September 1, 2023.

Defines "same subject matter" as rules affecting the same regulated community and imposing the same rights or responsibilities on that community.

Exempts rules required by state or federal statute/regulation, rules necessary for public health/safety/welfare when the 3-year prohibition would be contrary to public interest, temporary or emergency rules lasting 120 days or less, and rules amended upon petition by the regulated community.

Requires agencies to explicitly state in the basis and purpose statement how proposed rule amendments or new rules meet at least one exemption from the 3-year prohibition.

Makes rules adopted in violation of this prohibition void and subjects the act to potential referendum petition, with effectiveness contingent on November 2024 voter approval if challenged.
