Allows county clerks in counties with 10,000 to 37,500 active electors to apply to the Secretary of State to reduce the number of required voter service and polling centers if supported by data on usage and available resources.

Requires applications for center reductions to include data showing how many registered electors voted at required centers compared to the county's available resources and demonstrating that the designated number of centers exceeds actual needs.

Secretary of State must develop detailed guidelines for reduction applications and process them as part of election plan approval under existing law.

Permits county clerks in counties with fewer than 37,500 active electors (small counties) to appoint one member of the county clerk and recorder's staff as one of the three required election judges for each voter service and polling center.

Takes effect 90 days after final adjournment of the general assembly, unless subject to a referendum petition, in which case it requires voter approval in November 2024.
