HB23-1150: Abortion Pill Reversal Information Act

• Creates the "Abortion Pill Reversal Information Act" requiring physicians or qualified medical professionals to provide state-prepared information about abortion pill reversal at least 24 hours before prescribing mifepristone or other abortion-inducing drugs, except in medical emergencies.

• Mandates the Department of Public Health and Environment publish information on its website directing patients to http://www.abortionpillreversal.com/ and a 24-hour hotline at (877) 558-0333 for assistance locating reversal services.

• Establishes civil penalties including medical malpractice liability, attorney general fines, and professional disciplinary actions under Colorado's medical and mental health licensing boards for violations of the information requirement.

• Classifies failure to provide required information as a deceptive trade practice and adds violation provisions to professional conduct standards for physicians (Article 240), psychologists and counselors (Article 245), and nurses (Article 255).

• Takes effect 90 days after final adjournment unless a referendum petition is filed, in which case the measure requires voter approval at the November 2024 general election to become effective.
