Prohibits covered foreign persons from China, Russia, or U.S.-designated state sponsors of terrorism from acquiring controlling ownership (>50%) in Colorado agricultural land, mineral rights, or water rights on or after January 1, 2024.

Allows existing foreign owners as of January 1, 2024 to retain current property interests but prohibits acquiring additional property interests in the state.

Requires covered foreign persons owning any property interest to register with the secretary of state by March 1, 2024, or within 60 days of acquisition, whichever is later.

Authorizes the attorney general to file civil actions for violations, with district courts able to revert illegally acquired property to the state or impose penalties up to $2,000 per registration violation.

Establishes a two-year divestment period for covered foreign persons who acquire property through inheritance, lien enforcement, or who become foreign persons after initially acquiring property as non-covered persons.
