Requires the Legislative Council director to prepare a preliminary greenhouse gas emissions report for all initiatives properly submitted to the title board that impact specified sectors including electric power, transportation, natural gas systems, industrial processes, coal mining, waste management, land use, and agriculture.

Mandates ballot titles to begin with "Shall there be an increase in greenhouse gas emissions..." for measures projected to increase emissions or "Shall there be a decrease in greenhouse gas emissions..." for measures projected to decrease emissions, based on the preliminary report.

Requires a full greenhouse gas emissions report if the preliminary report indicates a net increase or decrease in greenhouse gas emissions (excluding de minimis changes) within 10 years of the initiative's potential enactment, with state agencies required to cooperate and provide information.

Allows initiative proponents to file a motion for rehearing within 7 days if the preliminary report is misleading or prejudicial, with the title board able to modify the report based on information presented at the rehearing.

Requires the ballot information booklet to include the preliminary greenhouse gas emissions report for any statewide measure and provide information on how to obtain the full report if one was prepared.
