Declares that carbon dioxide shall not be classified as a pollutant in Colorado and prohibits state agencies, local governments, and political subdivisions from regulating carbon dioxide emissions as a pollutant.

Makes any state statute, local ordinance, resolution, or executive agency rule that treats carbon dioxide as a pollutant unenforceable or void.

Establishes legislative findings arguing that water vapor is the primary greenhouse gas, carbon dioxide comprises only 0.04% of Earth's atmosphere, and the United States accounts for only 0.007% of overall heat energy in the atmosphere.

Declares that carbon dioxide is not a pollutant and is the primary building block of all life, and that expenditures toward reducing carbon dioxide are of negligible effect and do not merit taxpayer money.

Takes effect 90 days after final adjournment of the general assembly, unless a referendum petition is filed, in which case it requires voter approval at the November 2024 general election.
