Eliminates retail delivery fees imposed by the state, community access enterprise, clean fleet enterprise, statewide bridge and tunnel enterprise, clean transit enterprise, and nonattainment area air pollution mitigation enterprise effective July 1, 2023.

Restricts all retail delivery fee collections to the 2022-23 state fiscal year only by amending statutes to specify fees can no longer be imposed after that period.

Removes inflation adjustment provisions and rulemaking authority related to setting retail delivery fees from multiple enterprise statutes.

Applies retroactively to prevent future collection of retail delivery fees while allowing collections already authorized for fiscal year 2022-23 to proceed.

Takes effect upon passage, with certain repeal provisions effective July 1, 2023.
