Grants immunity from arrest and prosecution for reporting a drug or alcohol overdose in good faith to law enforcement, 911, or a medical provider, or for aiding someone who suffered an overdose.

Expands immunity to cover unlawful possession of controlled substances, underage alcohol or marijuana possession, and certain fentanyl-related distribution offenses weighing no more than four grams.

Creates a new Level 1 drug misdemeanor (instead of felony charges) for distribution or transfer of controlled substances weighing not more than four grams when the defendant reports an overdose, remains at the scene, identifies himself or herself, and cooperates with law enforcement or medical responders.

Requires defendants seeking the reduced misdemeanor charge to remain at the scene until emergency responders arrive and the offense must arise from the same course of events as the overdose.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety.
