HB23-1175 Summary

• Requires the Department of Transportation's annual budget allocation plan to include detailed spending breakdowns by personnel costs (salaries and benefits), facilities costs (utilities and maintenance), and other expenses for headquarters and each engineering region.

• Mandates the same spending category breakdown for all projects involving state highway and transportation system maintenance.

• Prohibits the Department of Transportation from using indirect rates or construction engineering rates to calculate expenses in the budget allocation plan, effective July 1, 2024.

• Applies to budget plans submitted annually by December 15 to the joint budget committee, house transportation and energy committee, senate transportation committee, and governor.
