• Authorizes public schools and charter schools (with authorizer permission) to offer individualized learning programs or become individualized learning schools that combine independent study with periodic in-person instruction

• Requires each student in individualized learning to have a written learning plan with specific goals, meet with a teacher at least once per school week, and receive monthly progress evaluations with intervention plans for students not making satisfactory progress

• Mandates individualized learning schools operate within reasonable proximity to a traditional public school with available in-person instruction schedules for all enrolled students

• Allows existing charter schools to request charter amendments to offer individualized learning programs during renewal or by separate agreement, with charter authorizers prohibited from unreasonably denying such requests

• For fiscal years 2023-24 and 2024-25, provides public school funding for eligible students; beginning in 2025-26, funds individualized learning students the same as in-person public school students
