Effective January 1, 2024, allows Colorado residents to voluntarily submit proof of U.S. citizenship (passport, certified birth certificate, or other acceptable proof) when applying for, renewing, or replacing a driver's license, instruction permit, minor driver's license, or state identification card.

If citizenship is verified, applicants who request it will have the notation "USA" included on their identification document, and the notation must be carried forward on all future renewals unless the applicant requests removal.

Applies to initial applications, duplicates/replacements for lost or stolen licenses, and license renewals, with the Department of Revenue required to offer all eligible U.S. citizens the option to include the notation.

The Department of Revenue may establish and charge a fee to applicants to cover reasonable and necessary direct costs of processing citizenship proof and adding the "USA" notation, with net revenue credited to the Colorado DRIVES Vehicle Services Account.

Records of voluntarily submitted citizenship proof are maintained by the Department and treated as part of the application with confidentiality protections.
