• Creates the Closed Landfill Remediation Grant Program to provide grants to local governments for environmental remediation and management of closed landfills they own.

• Establishes a five-member advisory committee (two local government representatives, two department representatives, one technical expert) to review applications and advise the department on grant awards.

• Appropriates $15,000,000 from the general fund for the 2023-24 fiscal year to the program fund, with up to 2.5% available for administrative costs.

• Eligible local governments must own closed landfills that are no longer operated and for which they are solely financially responsible, are not subject to other cleanup programs, and lack fully-funded private financial assurance mechanisms.

• Program terminates September 1, 2033, unless reestablished; fund money remaining after this date transfers to the general fund.
