Amends Colorado law to clarify that workers' compensation is not the exclusive remedy for violations of the Colorado Youth Employment Opportunity Act of 1971.

Allows persons aggrieved by youth employment violations to pursue remedies at law and in equity, including tort claims, in addition to workers' compensation remedies.

Permits tort remedies when an injury occurs to a minor during a week when the employer intentionally required violations of allowed work hours, or while the minor engaged in prohibited work.

Requires economic damages awarded in tort claims to be reduced by the amount of workers' compensation benefits already received by the minor or dependents for the same harm.

Takes effect July 1, 2023, and applies to violations committed on or after that date.
