Permits a parent or legal guardian of a minor child in a home- or community-based program to serve as the child's authorized representative while also serving as the child's attendant.

Amends Colorado Revised Statutes 25.5-6-1102 to add an exception allowing designated representatives to receive reimbursement when the eligible person is a minor receiving care from a parent or legal guardian.

Maintains existing prohibition on reimbursement for family members or authorized representatives managing financial matters or directing care, except in the minor child exception created by this bill.

Takes effect 90 days after final adjournment of the general assembly, unless a referendum petition is filed, in which case it requires voter approval at the November 2024 general election.
