Requires county sheriffs in counties with populations of 25,000 or more to possess a bachelor's degree or higher in criminal justice or a related field.

Prohibits county sheriff's office employees from participating in political campaigns while on duty, soliciting campaign funds, endorsing candidates using their official position, or displaying political advertising while on duty or in uniform.

Allows county sheriff's office employees to solicit and accept contributions for their own election campaigns if not on duty or in uniform, and permits membership in political clubs and attendance at political meetings while off-duty.

Establishes civil penalties up to $1,000 per violation and allows for dismissal from the county sheriff's office for violations of political activity restrictions.

Takes effect 90 days after final adjournment of the general assembly, unless a referendum petition is filed, in which case it requires voter approval at the November 2024 general election.
