HB23-1210: Carbon Management

• Makes carbon management projects eligible for grants under Colorado's Industrial and Manufacturing Operations Clean Air Grant program, excluding agricultural, forestry, and enhanced oil recovery projects.

• Requires the Colorado Energy Office to contract with a qualified organization by January 1, 2024 to develop a comprehensive Carbon Management Roadmap for Colorado by September 1, 2024.

• Defines carbon management to include carbon dioxide removal, carbon capture, carbon sequestration/storage, and carbon utilization, with emphasis on verifiable monitoring and reporting using peer-reviewed methodologies.

• Roadmap must identify economic opportunities across nine sectors (construction, agriculture, forest management, mine reclamation, industrial manufacturing, cement/concrete, food/beverage, oil/gas infrastructure, and electricity generation) and necessary infrastructure including storage reservoirs and pipelines.

• Requires roadmap to address environmental justice standards, fair labor practices, policies to attract carbon management investment, and excludes funding for projects that increase lifetime emissions or harm disproportionately impacted communities.
