HB23-1211 Summary

• Amends Colorado law to require the Department of Education to track language translation services provided to parents or guardians during individualized education program (IEP) development and for final IEPs using the existing special education data and information system.

• Mandates that state board rules require the provision of language translation services to parents or guardians in the development of a student's IEP and for the final IEP document.

• Requires the Department of Education to include language translation services data in its annual "SMART Act" hearing report to the legislature.

• Takes effect 90 days after final adjournment of the general assembly, unless subject to a referendum petition, in which case it requires voter approval at the November 2024 general election.
