The Department of Public Health and Environment shall distribute stop the bleed control kits to schools that choose to administer stop the bleed training, with kit distribution based on school population size (10 kits for schools over 1,000 students, 5 kits for 500-1,000 students, 3 kits for under 500 students).

The General Assembly appropriates $150,000 for each of the 2023-24, 2024-25, and 2025-26 fiscal years to purchase and distribute bleed control kits to high schools, middle schools, and elementary schools.

Unexpended appropriations from 2023-24 and 2024-25 do not revert to the general fund and may be carried forward for use in subsequent fiscal years without further appropriation.

The Department must submit annual reports by July 1 (2024-2026) to legislative committees and the Governor detailing the number of schools that opted in, people trained, total kits distributed, and total distribution costs.

Bleed control kits contain a tourniquet, compression bandage, bleeding control bandage, protective gloves, marker, and scissors; the provision expires July 1, 2026.
