By March 1, 2024, gas pipeline operators must install or reinstall service regulators so vents are at least twelve inches above ground level and protected from external blockage.

By March 1, 2024, qualified individuals must visually inspect gas meters and service regulators at least every five calendar years (with intervals not exceeding 63 months) and operators must retain inspection documentation for the lifetime of the equipment.

By March 1, 2024, the Public Utilities Commission must establish rules determining responsibility for maintenance and repairs of customer-owned service lines installed between August 14, 1995 and March 1, 2024.

For service lines installed on or after March 1, 2024, operators must provide written notice to customers within 90 days of installation specifying whether the customer or operator is responsible for maintenance and repairs, with customer signature required and documentation retained for the line's lifetime.

Gas operators remain responsible for all maintenance and repairs of service line portions upstream from the gas meter, regardless of other provisions.
