Requires the Department of Education to cap standardized summative assessments to the minimum extent practicable upon request by local education providers.

Requires the Department of Education to apply for a federal waiver to reduce state assessment requirements, including options for shortened assessments, sampling models, or matrix sampling models.

Mandates the Department of Education to produce a plan by June 30, 2024 articulating how it will support local education providers in developing formative and summative assessments and assessment systems.

Requires the Department of Education to create and support by June 30, 2026 a demographically and geographically diverse pilot network of schools implementing performance-based assessments as the primary method of demonstrating student learning.

Directs the Department of Education to provide professional development, create a statewide resource bank of assessment materials, support communities of assessment practice, and partner with universities to research performance-based assessments.
