Authorizes the Legislative Council's Executive Committee to create ad hoc investigatory committees to investigate tragic events and issues with gaps in oversight, both during and outside legislative sessions.

Grants the Executive Committee power to subpoena witnesses, take testimony under oath, and collect documents and evidence; requires issuance of subpoenas if 30% or more of ad hoc committee voting members request them.

Subpoenas must be served by a sheriff, deputy, or disinterested person at least 18 years old, with delivery occurring at least 48 hours before the required appearance unless a majority authorizes expedited service.

Allows subpoenaed persons to request relief in writing if disclosure would be illegal, unduly oppressive, or burdensome; grants discretion to the Executive Committee but permits district court review if relief is denied.

Entitles legislative members of ad hoc committees to compensation under existing law and permits reimbursement of reasonable expenses for non-legislative members at Executive Committee discretion.
