Establishes a comprehensive water quality testing program for mobile home parks, with the Water Quality Control Division testing 25% of parks by July 2025, 50% by 2026, 75% by 2027, and 100% by 2028.

Creates a Mobile Home Park Water Quality Grant Program to provide grants to park owners, nonprofits, and local governments to remediate water quality issues, with grants prioritized by severity, number of people affected, and remediation costs.

Requires park owners to submit remediation plans within 120 days of receiving notice of water quality issues and prohibits park owners from passing compliance costs to residents.

Establishes enforcement mechanisms including cease-and-desist orders and civil penalties of up to $10,000 plus $5,000 per month for non-compliance, with penalties transferred to the Mobile Home Park Water Quality Fund.

Protects mobile home residents from retaliation for filing water quality complaints or requesting remediation and appropriates $3.6 million for the 2023-24 fiscal year to implement the program.
