HB 23-1261 Summary

• Removes the requirement for male students aged 17 years 9 months to 26 years to register with the U.S. Selective Service System in order to enroll at state-supported institutions of higher education in Colorado.

• Eliminates the mandatory filing of selective service registration compliance statements as a condition of enrollment at Colorado state colleges and universities.

• Requires state-supported institutions of higher education to provide eligible males with information about selective service prior to course registration.

• Maintains penalties for knowingly providing false information on selective service statements, including second-degree perjury charges and suspension or enrollment prohibition.

• Takes effect 90 days after final adjournment of the general assembly, unless a referendum petition is filed, in which case approval by voters in November 2024 is required.
