• Requires IEP teams to consider translation of individualized education programs (IEPs) for children who are English language learners, with consideration of related services and program options that provide appropriate and equal communication access.

• Mandates that IEP teams may translate or contract with translation service providers to translate IEP draft documents into the dominant language spoken in the child's home.

• Requires IEP teams to translate or contract for translation of the final IEP document into written or oral format in the dominant home language upon parent or guardian request.

• Requires IEP teams to verbally inform parents, guardians, or legal custodians of their right to request translation services.

• Takes effect 90 days after final adjournment of the general assembly, unless subject to a referendum petition filed during that period, in which case it requires approval by voters at the November 2024 general election.
