Creates a "Born to Be Wild" special license plate in Colorado to raise funds for nonlethal gray wolf conflict mitigation and prevention programs, with issuance to begin by January 1, 2024.

Charges vehicle owners a one-time $25 fee plus an annual $50 fee for the special plates, with the $50 annual fee deposited into the Wildlife Cash Fund for gray wolf-related programs.

Directs the Division of Parks and Wildlife to use collected fees for nonlethal wolf conflict mitigation including training, equipment, research, monitoring, and community outreach, explicitly prohibiting use for lethal control or depredation compensation.

Appropriates $99,642 to the Department of Revenue and $548,000 to the Department of Natural Resources for the 2023-24 fiscal year to implement the license plate program and wildlife operations.

Takes effect 90 days after adjournment of the general assembly, subject to referendum petition and voter approval in November 2024.
