State department must conduct a feasibility study on extending continuous medical coverage for children and adults, with findings due to legislature by January 1, 2026.

State must seek federal authorization by April 1, 2024 to provide continuous coverage for children under three years old and adults released from Colorado Department of Corrections facilities, with implementation required by January 1, 2026.

Feasibility study must examine costs, implementation factors, health benefits, preventive service use, administrative savings, and impacts on disadvantaged groups including children, homeless individuals, and formerly incarcerated persons.

State department must conduct stakeholder engagement including at least three public meetings with impacted individuals, service providers, advocacy groups, counties, and diverse communities, with reports published in English and two other commonly spoken languages.

Appropriates $337,765 in general fund and anticipated federal funds for fiscal year 2023-24 to support implementation, including 4.5 FTE positions, operating expenses, and professional services.
