Creates a law enforcement officers' and firefighters' continuation of benefits fund in the state treasury to pay health benefits for dependents of local government public safety employees who die in work-related deaths.

Allows counties, municipalities, special districts, and county improvement districts to voluntarily enter into agreements with a board to make quarterly contributions to the fund on behalf of employees whose duties involve law enforcement or fire protection.

Authorizes the state treasurer to transfer $150,000 from the general fund to the continuation of benefits fund on July 1, 2023, 2024, and 2025.

Permits employers that contribute to the fund to request the board pay continuation of benefits costs for dependents of deceased employees, while allowing non-contributing employers to independently pay for such benefits.

Appropriates $150,000 to the department of the treasury special purpose division for the 2023-24 state fiscal year to implement the program.
