Creates an identical refund payment to qualified individuals for excess state revenues from the 2022-23 fiscal year that exceed Colorado's constitutional spending limit (TABOR).

Refund amount equals total remaining excess state revenues divided equally among all qualified individuals expected to file for the income tax year beginning January 1, 2023.

Single filers receive one refund and joint filers receive two refunds; the Executive Director administers the refund in the same manner as existing refund provisions.

Takes effect only if Colorado voters approve the related ballot measure at the November 2023 statewide election, with implementation on January 1, 2024 or upon official vote declaration, whichever is later.

Provision expires December 31, 2028.
