Submits a proposed constitutional amendment to Colorado voters on November 5, 2024, establishing fundamental parental rights related to upbringing, education, and health care of children under 18.

Protects parental rights to direct child's upbringing, education, health care, and moral/religious training; requires government to demonstrate a compelling interest of the highest order to infringe on these rights.

Grants parents rights to access school and medical records, consent to biometric scans and DNA collection, consent to photos/videos/recordings, and receive notification if school employees suspect criminal offenses against their child.

Requires school districts to develop policies allowing parents to review curriculum and learning materials, opt out of comprehensive human sexuality education and other human sexuality instruction with 15 days' notice, and withdraw children from clubs and activities.

Requires written or verbal parental consent before any surgical procedure on a minor, except when the child is in custody of county human services or youth services departments; requires 55% voter approval for amendment to become law.
