Creates two types of regular legislative sessions in the 2-year cycle: a budget session (first regular session after general election) and a general session (second regular session), each with limits on allowable bills.

During budget sessions, only bills permitted are: the biennial general appropriation bill, supplemental appropriations unanimously approved by the joint budget committee, bills directly related to appropriations with joint budget committee approval, Colorado Revised Statutes enactment, rule expiration postponement, and emergency bills requiring a 2/3 vote in the house of introduction.

During general sessions, each member can introduce maximum 5 bills on any topic, provided the bill subject is published on the general assembly website 90 days before the session and the first or most recent draft is published 30 days before; supplemental and emergency bills are exempt from this limit.

Requires executive and judicial branches to submit two budget requests: one identifying the least critical 10% of the budget and one at least 5% less than current appropriations; every four budget cycles, departments must submit a zero-based budget instead.

Biennial general appropriation bill must be introduced no later than 30 days after the joint budget committee receives the last departmental budget; requires 55% voter approval to become part of the state constitution.
