Adopts the Rules of the House of Representatives from the Seventy-third General Assembly as temporary rules for the Seventy-fourth General Assembly, with specified modifications.

Amends Rule 53 to require the Speaker to consult with the Majority Leader and Minority Leader before promulgating remote participation regulations for House members, and mandates distribution of any regulations to all House members, the chief clerk, and the House website within twenty-four hours.

Repeals the requirement that remote participation regulations may only be invoked during declared public health disaster emergencies; removes restrictions on when remote participation can be used.

Amends Rule 54 to require the Speaker to consult with the Majority Leader and Minority Leader before promulgating remote testimony regulations for committees, with the same twenty-four-hour distribution requirement.

Repeals the requirement that remote testimony regulations may only be invoked during declared public health disaster emergencies; removes health risk conditions as a prerequisite for remote testimony.
