CO SB004

Allows schools and school districts to employ "eligible school-based therapists" including licensed psychologists, social workers, marriage and family therapists, professional counselors, and addiction counselors without requiring a special services license from the Department of Education.

Requires eligible school-based therapists to submit fingerprints for criminal history background checks prior to employment and comply with existing background check requirements in section 22-32-109.8.

Permits supervision of eligible school-based therapists by either a special services provider with a school counselor endorsement or a school administrator licensed by the Department of Education.

Specifies that eligible school-based therapists must have background and expertise in working with children and adolescents and should supplement rather than replace special services providers.

Requires therapists providing services related to a student's individualized education program to have qualifications consistent with that program's requirements.
