SB23-010 Summary

• Changes the Water Resources and Agriculture Review Committee from an interim committee to a permanent standing committee focused on water resources and agriculture legislation.

• Requires the committee to meet at least four times during each calendar year, with no more than two meetings occurring while the general assembly is in session, and allows up to two field trips per calendar year at the discretion of the chair.

• Removes the requirement that the committee continue studies of the special water committee pursuant to Senate Bill 96-074.

• Allows the committee to hold additional public hearings on significant amendments to the state water plan in each geographic region associated with basin roundtables, with these hearings not counting against the meeting or field trip limits.

• Takes effect 90 days after final adjournment of the general assembly, unless subject to a referendum petition, in which case it requires voter approval at the November 2024 general election.
