State treasurer shall issue an annual warrant of $250,000 from the general fund to the Colorado 911 Resource Center beginning July 1, 2023, and continuing each July 1 thereafter.

Colorado 911 Resource Center was created in 2006 by the Public Utilities Commission as an independent nonprofit to provide centralized guidance and assistance to local 911 authorities and emergency call service centers statewide.

The center maintains a statewide information database and clearinghouse where 911 professionals access current issues, sample policies, organizational documents, and best practices from different local 911 authorities.

Original funding from a 2004 telecommunications settlement agreement ($2 million) is exhausted as of the 2022-23 fiscal year, necessitating ongoing state general fund support.

The bill declares that state funding for the center serves a critical public purpose and is necessary for public safety.
