Establishes a special "In God We Trust" license plate available beginning January 1, 2024, for motorcycles, passenger cars, trucks, and noncommercial recreational motor vehicles not exceeding 16,000 pounds empty weight

Charges a one-time $25 additional fee for issuance or replacement of the plate, with revenue directed to the Highway Users Tax Fund

Allows applicants to obtain personalized "In God We Trust" plates by paying standard personalized plate fees and complying with existing personalization requirements

Permits transfer of existing personalized license plate combinations to new "In God We Trust" plates upon payment of applicable fees and return of old plates

Appropriates $31,212 to the Department of Revenue for fiscal year 2023-24, consisting of $4,293 from the general fund and $26,919 from the license plate cash fund
