Prohibits financial institutions doing business in Colorado from discriminating against any person based on environmental criteria, either directly or through contractors.

Defines "environmental criteria" as scores, rankings, or metrics assigned to a person based on their environmental impact or policies concerning energy use, air pollutant emissions, and waste management.

Classifies violations of the discrimination prohibition as unfair or deceptive trade practices under Colorado law.

Allows financial institutions to discontinue or refuse business with customers when necessary for the physical safety of employees.

Takes effect 90 days after final adjournment of the general assembly, or if subject to a referendum petition, following approval by voters in the November 2024 general election.
