Changes the penalty classification for commercial driver's license violations from criminal (guilty of a crime) to civil (class A traffic infraction), eliminating the possibility of fine and imprisonment.

Establishes a standardized penalty of $100.00 and surcharge of $15.00 for violations of section 42-2-404 (commercial driver's license limitations and rules).

Applies to violations of subsections (1) or (2) of section 42-2-404 or any rules and regulations promulgated by the department pursuant to part 4.

Takes effect on the date the act is approved and applies to offenses committed on or after that date.
